AbstractCoastal ecosystems are very essential to all life forms. They are inter-related and complex in their systems. Areas provide shelters for particular flora and fauna, including for human beings, while its resources are important for natural system, and advantageous for human activities. Overuses of the areas and resources have brought them intense pressures. It is, then, an urgent need to establish measures and management plans to control and plan users of particular resources of a particular area in the integrated manner for more sustainability. Thailand is one leading coastal country in this region. It has two open coastalines on both sides to the Andaman Sea on the west and the Thai Gulf on the east. The country has relied its economic development on these areas such as fisheries industries, deep sea ports, and tourism. This research was conducted as a pilot study to explore integrated coastal zone management related issues in Thailand. The basis nof this study came from the principles of major elements of Integrate Coastal Zone Management (ICZM) by Hoozemans (1995). An institutional arrangement for implementation is one of them. Institution is recognized very important because it represents interests, reflects local conditions and coordinates activities. The overall objective of this study was to promote ICZM in Thailand that can encourage sustainable development. The specific objectives are to describe the study area, to identify and examine the existing institution, to analyze the current status of management, and finally to propose a guideline model of an institution for more efficient ICZM by using an example of 'the Ranong Biosphere Reserve', where its coastal resource is so abundant that was awarded by Man and Biosphere Program of UNESCO in 1997. There are three major methods for data collection employed in this study: site observation, Rapid Rural Appraisal, and secondary data review. The information gained was further used for SWOT analysis, which is a tool to identify actual situation of the existing institution in managing the study area. The results of the SWOT analysis as well as discussions and interviews were used as fundamentals for suggesting the institutional arrangement for ICZM. This covered characteristics, principles, procedures and advantages of this suggested model. Finally, the application of this model was used with the study area as an example.
