Abstract | This study is concerned with the analysis of irrigation and drainage development in the Red River Delta, where water control is already an accepted practice and limited land resource is a constraint to the Agricultural labor productivity. A historical analysis of agricultural development indicates that with the irrigation and drainage as pre-requisite followed by new seed-fertilizer technology, the land constraint can be overcome. The evaluation of irrigation and drainage development from economic efficiency point of view shows that being inherited past water control development, the irrigation and drainage investment was not capital extensive. With favorable response of water users the social return to investment was sustainable. As social development progresses, the objective also changes. A more meaningful project analysis can be performed within the economic and planning policies by using "Income" "Distribution" "Employment" and "Self-reliance" objectives. The benefit evaluation of irrigation and drainage development based on field survey data reveals that not only the primary benefit of future improvement in irrigation and drainage condition is higher than that in the past, but also the secondary benefit is substantial. |
