AbstractIn connection with the rapid and potential growth of tropical Asian metropolitan areas, Environmental Management Programs must not be delayed, and should be considered an integral need in the development process. If a comprehensive Environmental Plan cannot be developed immediately, at least an Environmental Strategy should be formulated as early as possible. An Environmental Strategy planning Process Model will therefore be very useful as an aid to planners and decision makers, but the problem is that such a model is not yet in existence. It was the main objective of this Research to develop a model which could be used to indicate the most suitable strategy that could be pursued in the management of environmental quality in tropical Asian metropolitan areas. A suitable and useful Model was developed, taking into consideration its simplicity, effectiveness, cost, and ease of handling. The whole is divided into two main parts, namely the Environmental Strategy Planning Process Model, and the Supporting Models, particularly System Dynamics Models, necessary to supply qualitative and quantitative information concerning prediction of future conditions and simulation of policy alternatives to test overall performance. This research was concerned with tropical Asian metropolitan areas, where no work had been done as regards Model Development for Environmental Strategy, and focussed on pollution caused by oxygen-depleting wastes in the water, air pollution caused by traffic (especially carbon monoxide), the accumulation of uncollected solid wastes as the problem of solid waste pollution, and problems of traffic noise pollution, which were tackled simultaneously. Certain areas in Jakarta were taken as study and sampling areas to develop the System Dynamics Models. Field surveys and investigations were conducted for the collection of the most necessary data to be fed into the Model and the Model Further developed to represent more closely real world conditions. The development processes of the water, air, and solid waste pollution System Dynamics Models were presented, and their applications demonstrated. These models should not be use for exact quantitative absolute predictions of specific events at particular future times, because they were designed only to provide information concerning conditional projections of dynamic behavior of these pollution problems and to identify constraints that may influence the systems behavior. They are expected to be useful because they represent the nature of behavior by showing how changes in policies will produce better or worse conditions, an important point in the decision making process in Environmental Strategy. The computer simulation runs were performed using the DYNAMO Processor developed at the Asian Institute of Technology
