Schedule delays in EPC petrochemical projects in Vietnam : a qualitytive research study

AbstractPetrochemical projects play a very important role in the economic development of Vietnam. For the past ten years, many la rge-scale petrochemical plants have been developed using the Engineering, Procurem ent and Construction (EPC) project delivery system for completing the project faster. However, many projects have suffered from schedule delays. In order to solve the delay problem, a clear understanding of the EPC business model and its delays problem s are studied in this research. A case study was done because of limited number of EPC projects in petrochemical in Vietnam. From each projects, project manager and project engineer were interviewed to understand the delay factors in their EPC projec ts. Data from the interview were analyzed by using coding techniques similar to Grounded Theory research methodology. Then, cross-case analysis was used to identity the common and unique factors occurring in each case. By comparing the cases study, the delay factors were identified. The To-be business process model was also developed in order to improve the significant EPC process in Vietnam . It proposed a framework to manage project schedule performance by including the factors identified. This helped the project manager having the suitable solution to solve the problem of project schedule delay by applying the proposed framework in their project management. The results of the study showed that delay problems were mainly found in Petrochemical EPC Projects managed by Local Contractors. The Construction phase were the main concern, in which the frequency of the problems were repeated 44 out of 98 times (44.9%), followed by those relating to the Engineering phase, in which the frequency equals 18 (18.4%). The top 6 highly repetitive problems and their root cause in Construction phase, and the top 5 highly repetitive problems and their root causes in Engineering phase were also identified.
