AbstractThe construction industry is considered unique in that it stimulates the growth of the other industrial sectors, and contributes more to any country’s economy than the other industry . Construction industry is one of the largest single industries in the world which contributes immensely to employment. Large and complex construction projects are becoming more difficult to complete successfully in developing countries. EPC method is reco gnized as the most common form applied to undertake construction works on complex projects including power, oil and gas, infrastructure. The main advantage of EPC contracts is to provide a complete facility as soon as possible, at a fixed lump - sum price, t hrough a single point contract . EPC method has been widely applied in Vietnam; however, most EPC projects are assigned to foreign contractors due to the limited capability of local EPC contractors. The most important factor inhibiting the successful compl etion of a construction project is the scarcity of skilled personnel at all levels of construction personnel, especially supervisors. The construction industry should, therefore, seek to improve knowledege, skills of its workforce . In this regard, HRD is c onsidered an important strategy. In the existing literature, there are many research studied the human resource management in the construction sector , the role of project team including project manager and project team member in project management. In Viet nam, several studies have discussed EPC projects on the success factors, the factors leading to EPC project delay, the risks factors of EPC projects. However, there is little existing literature on HRD and its impacts to the project success in the EPC proj ects. The overall objectives of this study, therefore, are developing a conceptual framework to indentify the impact of human resource development (HRD) on engineering, procurement and construction (EPC) project success (PS), human resource competency (HRC ), job performance (JP), and exploring the interrelationships among them. This research also investigates the impacts of EPC project factors (PF) on PS, the factors affecting HRD, including internal factors (IF) and external factors (EF) during EPC project implementation. The author, at the best effort in study, tried to find the answers for the below research questions:  How does HRD affect PS?  What is the causal relationship among HRD, HRC, JP and PS?  What is the impact of PF on PS?  What are critical facto rs affecting HRD? The researcher used SEM techniques with the application of SPSS and AMOS to test nine hypotheses that were developed basing on the literature review, to analyze the relationships among the factors in the conceptual framework. The sample c onsisted of 800 respondents who completed at least one project and currently working in the oil & gas, power, infrastructure, chemical sectors and other type of projects throughout Vietnam.
