AbstractA two stage stochastic simulated annealing (SSA) and modified hybrid genetic algorithm and simulated annealing (MHGS) (SSA/MHGS) is proposed for finding the optimal measurement and RTU placement (OMRP) considering single RTU loss with critical measurement free. In the first stage, OMRP is solved by SSA. The best result of SSA of the first stage is refined in the second stage by MHGS. Single RTU loss contingency guarantees that the system is still observable without critical measurement. P8 observability concept is used for observability evaluation. Residual analysis is used for critical measurement identification. A two stage SSAlMHGS is superior to SSA, MHGS, stochastic tabu search (STS) and MHGS/SSA in terms of lower the total measurement and RTU investment cost on the 10-bus, IEEE 14, 30, 57, 118 and Electricity Generating Authority of Thailand (EGAT) 160-bus systems, leading to investment cost savings
