AbstractIn most developing countries, the service coverage of environmental sanitation management (ESM)is very limited resulting in uncontrolled disposal that apparently poses detrimental risks to water resources and public health. Similar to other developing countries, Thailand is facing environmental sanitation management problems which lead to serious challenge to its local government authorities (LGAs)who are responsible for services provision. Local factors may strongly affect environmental sanitation management practices. Because of this problem, the effective way to address this tremendous issue is to identify factors affecting the performance of environmental sanitation management practices. This researchaimed to evaluate existing environmental sanitation management practices in Thailand, theirstrength and weakness, andidentify the factors affectingthe performance of environmental sanitation management practices. Based on data collected from 160 municipalities in Thailand, factors affecting the performance of environmental sanitation management practices were identified using multiple regression analysis. Influencing factors encompassing technical, financial, social, and institutional aspects were identified based on each indicator. The indicators involving collection efficiency, treatment efficiency, and social satisfaction were used for the assessment of environmental sanitation management performance.The results suggest that common significant factors in the context of environmental sanitation practicedin Thailand, environmental sanitation management practicescould be enhanced by addressing discovered influencing factors: reducing investment and operation costs, cooperation with private sectors, perception of administratorawareness of environmental sanitation management problems, and operator training.Thefindings also propose implications for enhancing the performance of environmental sanitation management practicesthrough a numberof effective measures including provision of monetary incentive, subsidizations, information dissemination,awareness campaigns, education programs, strict enforcements, and networking withvoluntary organizations—which should be formulated with respect to building capacity of operators, responding to poor environmental sanitation management performance, and focusing on significant influencing factors.
