Abstract | This research explores and tests which factors impact on the effectiveness of the current deportation policy and implementation between Thail and and neighboring countries: Cambodia, Laos and Myanmar. The Rationale of this study is developed upon three- based benefits: to the government policy, to the knowledge itself, and to the Thai society. Furthermore, the overview of Thai government policy towards illegal immigration, including the statistic data of arrested migrant labors. In addition, the policy approach of Thailand and other countries that face similar problems from illegal migrant labors is also considered in this study. Based on the study assumptions, factors related in the legal, organizational, technological and geographical forces have been examined. This is principally grouped into four categories namely, legal forces, organizational forces, technological forces, and geographical forces, which form the framework and all the factors involved in deportation area of the study in which five hypotheses are proposed to research the present situation of deportation effectiveness problems. The methodology, data collection and survey design proposed in this study are divided into three sections. The researcher has categorized the target population in three groups 1) related officers 2) illegal migrant workers and 3) policy makers. The statistical package for social science (SPSS) was used as a tool to calculate the mean, standard deviation, percentages and the regression analysis for each index and factor of this research. Testing of the five hypotheses are based on questionnaires administered to respondents: related officers, who are involved in executing the government deportation implementation at the different bureau offices such as the Immigration Bureau, Labor Ministry, Border Control Office and the Local Police Station from four different parts of Thailand. The hypotheses testing results indicate a strong significant level to the ineffectiveness of deportation policy and implementation in four indexes from the items of respective factors. These indexes are “treatment” from the legal factor , “budget impact” from the organizational factor, “technology change” from the technological factor and “border control” from the geographical factor. In addition, the legal factor: treatment remains one of the most differential and likely weakens the eff ectiveness of deportation policy in implementation. Furthermore, recommendations are given according to primary and secondary measures for each factor and also recommended principles of cooperation of all parties. Further research for the effectiveness and improvement of the policy implementation by the government has been recommend ed. |
