AbstractThis study examines performance of public universities in Thailand in terms of operational efficiency and service quality. It also investigates whether these two performance criteria result in student satisfaction. Data Envelopment Analysis (DEA) was used to evaluate efficiencies of Thai public universities. Two models were developed to investigate teaching and research efficiencies at the faculty levels. The analysis reveals that autonomous public universities outperform the government public universities in research efficiency. In addition, locations of public universities and types of faculty cause a difference in teaching efficiency. In terms of service quality, a measurement scale for measuring service quality was developed in this study. Respondents were undergraduate students attending public universities. The results indicate that service quality in higher education consists of seven dimensions, which are non-academic staff attributes, academic staff attributes, academic facilities, freedom and fair practices, curriculum and courses, learning, and socialization. Student satisfaction is influenced by all of these dimensions as well as teaching efficiency while non-academic staff attributes, academic facilities, and curriculum and courses are found to be the most influential factors. Moreover, based on students’ perception, the level of service quality in academic facilities of the autonomous universities is higher than that of the government universities. Recommendations are made for university administrators to improve teaching efficiency, research efficiency, and service quality of public universities in Thailand.
