Abstract | In Thailand, the agricultural sector still absor bs a huge number of laborers. After the general elections in 2011, the new government has introduced agricultural price intervention projects for several farm products (i.e. paddy, cassava, shallots etc.) that have been severely criticized by technocrats o n the grounds of ineffective management, huge budget losses and unprecedented levels of corruption. This research utilizes theories and concepts from the project management literature to identify critical success factors for these government projects. Acc ording to the literature, success factors contribute to project success through their impacts on the project‟s success criteria . A review of the relevant literature and pre - surveys with several key informants resulted in the most relevant success criteria and success factors for the agricultural price intervention. This research is qualitative in nature. A variety of methods were used for data collection, including in - depth interviews with several key informants, group discussions, and field observations. There were three main steps of analysis: i) case assessment , in which the success criteria are employed to evaluate the level of the success of each project, ii) case analysis , in which success factors were drawn from each case study and iii) cross - case co mparison , in which the success factors from each case were compared to identify the „critical success factors‟. Throughout the investigation, the researchers repeatedly employed both data triangulation (by drawing the same information from several key info rmants) and methodological triangulation (by analysis through multiple methods). The five critical success factors that emerged from the intensive analysis were: appropriate pledging price, quota limitations, effective monitoring, a sufficient number of knowledgeable officials, and non - perishability of the product. The limitations of this study lie in the incompleteness of data and information regarding certain projects. Officials and certain stakeholders were quite suspicious and not fully forthcoming du ring the interviews due to the widespread controversies arising from these government programs. However, the findings reported here will serve as a good starting point for deeper investigations into other agricultural price intervention programs both in Th ailand and also in other countries. |
