Abstract | Poverty is a crucial problem that reduces the quality of human life. Many attempts to eradicate such a chronic circumstance have been introduced and implemented over several decades , but the effectiveness of anti -poverty policies is still in doubt due to a lack of scientific proof. Evidence presenting reliable outcomes and accurate impacts will be beneficial for policy improvement; therefore, this research examines the performance of the poverty alleviation policy known as the Micro Community Enterprises (SMCEs) program in Thailand. The purposes of this study a re (1) to investigate provincial determinants influencing the establishment of the SMCEs and (2) to evaluate the impacts of the program on household income and out -migration. In order to achieve these purposes, the study uses panel data analysis to investigate the determinants of SMCE establishment and quantifies the effects of the program at district level using the technique of propensity score matching . Findings indicate that enterprises have spread extensively across entire provi nces and the factors which are average household expenditure, the rate of poverty, and agricultural output significantly predict the SMCE establishments. However, the research cannot find any concrete evidence to claim that this program assists in the increase of district household incomes and the reduction of out -migration. Based on these findings, the study reflects the difficulty of implementing the program in a top - down manner , which is an important outcome for policy mak ers and top management to overcome the weakness es of the existing program. |
