Abstract | Environmental policy integration or EPI has been applied to address issues of environmental sustainability in economic growth and development planning and implementation in many countrie s. In Thailand, government has attempted to operationalize EPI in its adoption of Strategic Environmental Assessment or SEA and its program to mainstream climate change in government policy - making process. However, existing policy and planning context of t he country has caused tension in operationalizing EPI in these particular policy arenas. EPI process is, of course, not simply add - on activity. Certain institutional changes are required for EPI to gain headway and become a dominating influence in governm ent policy and public action. This research investigates and looks into the conditions and dynamics, and constraints and opportunities in adopting the new approach of EPI in SEA and climate change mainstreaming in the context of conventional policy and pla nning process in Thailand. It focuses on three problematic areas or arenas of tensions in operationalizing EPI in SEA and climate change mainstreaming, namely: conventional state prioritization of rapid economic growth and development vis - à - vis the agenda of ecological sustainability; traditional administrative hierarchy, separatism, and mandates vis - à - vis vertical and horizontal integration inherent by EPI; and, traditional practice of bureaucracy officialdom of top - down leadership versus the multiple stak eholder participatory ethos of EPI... |
