AbstractManaging problems in large scale construction project is very important. This will affect time, cost and quality of the projects. Most of the peoples are studying and analyze the problems in the construction phase. However, in this study is about identifyi ng the problems in the design of large scale project like Metro System Project and how to improve the problems. Through the case study, problems are identifying and mitigating to help the Owner and Employer in managing the project overall. The Employer mu st pay attention to in several issues. Firstly, the project in the Feasibility study phase is missing the data leads to the problem in the design phase. Secondly, in the design phase, the Owner, Employer has problems in legal document, communications, etc. Thirdly, the Employer sometime cannot control the Design consultant due to the donors. Controlling the ODA project is very difficult. The Owner and Employer need to follow the agreement, rules, standards and laws. This case study is only assessment in a small part of ODA project. The Owner and Employer need to find the solution, study, and base on the experience to deal with all the problems or try to minimize all the risk may occur when doing the next phase of the project.
