| Abstract | There are many kinds of consulting services for a transport project such as: consulting service for survey works and project preparation, consulting service for preparation of Environmental Impact Assessment, proof consultancy services for specific investment project conducted in pre - investment stage, consulting service for detailed design and construc tion supervision, proof consultancy services for detailed design and cost estimate, accreditation consulting for construction work and consulting service for audit and assurance in contract closeout phase. Among of them , consulting services for detailed design is a key phase in which a project costs are determined as drawings are the roots of civil works while consulting service for construction supervision ensures that the project is within the budget and schedule. Along with an increasing amount of Official Development Assistance (ODA) funded projects from international donors to infrastructure in Vietnam , the efficiency in contract management is highlighted. With this respect, this report analyzes a real bridge project in the North of Vietnam and confers on the contract management in detailed design and construction supervision which is undertaken by a project implementing agency. Following the indication of strengths as well as weakness of the current contract management practices, the report presents the employe r’s contract management framework for effectively managing ODA projects in transport se ctor of Vietnam. In addition to, a number of practical recommendations for the improvement of contract management will be made regarding transparent contracting processes and system. |
