Abstract | Aiming to apply in practice, this paper is prepared by using reference books, knowledge acquired from MPM lectures of AIT and experiences from cooperation with international organization such as World Bank, JICA, KOIKA, CMAK. There are three Investment schemes in Myanmar construction industry: Public Investment, Private Investment and Public Private Partne rship . Public investment comes from solely investment by Government and ODA loan and grant from its development partners. In implementation of projects solely invested by Government, it is needed to act upon orders, directives , Departmental Code and Account Code which are instructed by Union Government. However, implementation for those by loan undergo with the accepted standards and specifications of respective organizations. Private sector projects are executing under rules and regulations stipulated by Local Government. Hence, there is no National Standard for private sector. Projects for Public Private Partnership are individually implemented only with agreements. Hence, due to aforesaid matters, it is found that great emphasize is made on only project implementation and there is no long term plan, assessment and taking lesson after completion. Hence, it is necessary to draft, stipulate and put into practice the standards, rules and regulations nationwide. In cooperation with UN-HABITAT, Ministry of Cons truction prepared Myanmar National Building Code 2012 Provisional. Now, they are striving to publish the final version and put into action. Moreover, collaboration between Ministry of Construction and CMAK (Korea) is intended to draft Construction Management (or) Project Management Regulation. These two regulations are planned to put in Build and Construction Industry Development Law which is under drafting. Regarding human capacity of construction industry, Myanmar Engineering Council and Myanmar Architec t Council had been already organized and are issuing architect license and professional engineer license for engineers and architects. Ministry of Science and Technology organized National Standard Council and is collaborating with Ministry of Construction in case of setting up standards and specifications for construction material. However, unexpected delays are encountered due to poor understanding of work program and process and poor cooperation. While striving to generate skill labors by cooperation between Ministry of Labor, Workforce and Social Security and other ministries, there are many difficulties to meet goal due to availability of trainers and financial support, and lack of specific rules and regulations for construction sector. Although Myanmar Construction Entrepreneur Association was formulated, Construction Management Regulation is left to draft and stipulate until now. Hence, tasks and responsibilities of owners and contractors cannot be executed yet. Building Engineering Institute and University Technological Coordinating Committee are conducting to be spread of construction technology but there is no consistency among lectures and actual site condition. It is also difficult to attain the qualified materials by customs as there is no specified standards and specification in production, selling, distribution. For developing country, it is necessary to estimate the project cost very thoroughly. Therefore, in order to do so, it is needed to conduct feasibility study, value engineering and correct procurement system before construction. Many construction sites in Myanmar are facing losses through accidents in temporary works such as scaffolding and electric wiring works. No sign and unsafe conditions increase the number of accidents and losses. Concerning road safety, national level committee has been organized as well. In this regard , laws, rules and regulations are needed to stipulate as well. Thus, aiming for development of construction industry, it is essential to draft a law and formulate an organization which will coordinate between related parties. New model of construction industry will include National Construction Industry Development Committee chaired by Vice President at national level and Regional Construction Industry Development Committee chaired by Prime Minister at regional level. To implement their policies, Myanmar Construction Industry Development Board and Regional Construction Industry Development Division will be organized as statutory body. |
