AbstractHuman resources management has become an imperative component of the organization development process. This is due to the fact that any development process is driven by the human factors. It is this spirit and motivation that the Timor Leste Youth Parliament Institution was established. In this paper, it is argued that human resources management policy is like any other policy, it must be supported and appropriate institutional conceptual framework and mechanism and tools if it is to achieve its planned objective. It further argues that policy formulation is facing a challenge due to the new born organization and lack of human resources. Lastly, the discuss ion reveals that human resource management is fundamentally linked to other human resources factor that pertain at a given period such recruitment and selection process, training and development, reward system, performance appraisal and career development policy. Therefore newly organization is requires to apply standard human resource management practice by applying policies in order help the organization become effective, efficient and productive. This study presents the key fundamental elements of standard human resource management practices at Timor Leste Youth Parliament Institution and the assumption made. It also the key challenge faced, the lesson learnt and the way forward in improving the sustainable human resource management of the institution.
