| Abstract | Building suitable houses in the flood - mitigation residential zones is the policy of our Party and State to show their concern and care to the life of the poor people living in the Mekong Delta flood region. This study ha d effectively proven that coping with floods in the Mekong Delta is necessary in order build and develop the several areas. By considering both quantitative and qualitative methods, this study analyze d the current situations of housing and living conditions of households . This study also evaluate d and tried t o find solution for improving the quality of housing for residents i n flood - mitigation residential zone in Tam Nong District. However, finding s of this research had just focus ed on physical quality and non physical of housing aspect s. Due to time constrain t, the information gathered was limited and the secondary data were not available . This is because there is no other research on this problem in Tam Nong district before. Through analysis and evaluation it wa s shown that t he problems include environmental pollution in the residential zones . T he housing area is not suitable for living conditions. T he essential infrastructure is limited such as internal roads, power supply systems, water supply, and drainage. The environmental sanitary work in the residential zones are incomplete or with poor quality. In addition, the employees may lose their jobs due to the mechanization of agriculture. The employment structure has changed significantly and made a change in the income of the households in the zones. The non - agricultural income is gradually replaced with agricultural activities. The shift of employment has not shown its effectiveness with the employees in the flood - mitigation residential zones. Therefore, solutions have to be made such as developing specific plans for long - term orientation for each flood - mitigation residential zones; completing the necessary infrastructure; adjusting the credit limit for the residents’ building houses in the flood - mitigation residential zones; policies to expand production site s and preferential loans; and policies of vocational training for the employees in the flood - mitigation residential zones. In order t o help the people in the flood - mitigation residential zones in Tam Nong district , a good access to the essential infrastructure and having sustainable jobs have to be addressed |
