Abstract | Along with the developing trend of Vietnam, Nhon Trach has been growing rapidly in economics, society, and industry. However, the infrastructure does not keep pace with this rapid development, particularly the shortage and poor quality of drainage system. In that context, while local government has difficulties in developing the drainage system, especially due to budget constraint, there are considerable potentials of local community to contribute to the drainage development project. Therefore, this study aims to study about the partnership between local government and community in drainage project in Nhon Trach city and propose solution for more effective partnership. Secondary documentary research and qualitative methods are the main methodologies used in this study, in which qualitative method was conducted through face-to-face interviews, questionnaires survey with key informant; while secondary documents came from different sources such as city’s plans and policies, programs and projects. The results show that there has been a partnership or cooperation between local government and community in building the drainage systems. In addition to the local government, the community plays an important role in the development of the drainage system through different forms of contribution such as land, money and labor. The willingness of community’s participation has also increased every year as people recognize that the project will benefit their life. However, besides a number of achievements, partnership between local government and community also faced some difficulties and challenges such as: the level of community’s trust toward government’s actions is not high that leads to certain reduction in the capital contribution of community, the local government is not interested in supporting the construction of sewer, etc. This study then proposes that the government and community should jointly build the drainage system, not only call for contribution from people. It is expected that these solutions would influence the decision-making at the local authority level in the specific policies, investment and construction of important projects, especially in urban road and bridge construction system. |
