Abstract | Nepal for many years has been reeling under the deficit of energy be it electricity or petroleum products. Managed or rather mismanaged by the state the various energy producing sectors lacked in development and funding. During the 1990s when the government took a path of liberalization many sectors like the telecommunication, electricity generation were opened to private players but the oil sector remained closed because of various reasons chief amongst them being that oil was a very powerful socio-political tool for the politicians. The recent acute shortages and difficulty faced by the common man has made the government to rethink its oil policy and open up to the idea of having private players operate in this industry.It was in this context this research was carried out to see if the market and policy makers were ready for such a step. The result is a mixed response. While the state is positive towards a phase wise liberalization of the oil market the major player NOC seems hesitant on this matter. The various other stakeholders believe the only option for the loss making NOC is to streamline itself and be in the market as one of the players. While industry and entrepreneurs see it as a positive sign to kick-start the ailing economy and address the present energy crisis there are people who also fear that lack of proper environment and fiscal policies may render the whole exercise redundant.Keeping in view of all the stakeholders and the benefit of the nation paramount this research report portrays a very unbiased view on what the current ground reality is and what steps are necessary for the government to undertake in order to make the transition into a liberalized oil market a success. |
