AbstractAround 1.2 billion of the world’s population currently do not have access to electricity while the importance of electricity services for society continues to increase. Decentralized Off-grid is a promising option for providing basic electrification under meteorological conditions in the Sunbelt countries where on-grid electrification is not economically viable. However, many Rural Electrification programs have failed in the past. Furthermore, their evaluation is often still based on one individual indicator,namely,the number of disseminated systems or considering one or two factors such as social, after sale service or monitoring.This research explores how to measure success of solar home system in a comprehensive manner.This work presents a method for evaluation based on 25 indicators under six dimensions: Environmental/Technical, social, economic, institutional, after sale services, and monitoring verifying and reporting. This cover all dimensions of sustainability comprehensively and equally. These dimensions and indicators were then used to evaluate six off grid solar PV electrification programs in 5 countries, and based on “point” system, the program that best satisfies all the dimensions and indicators found.The exercise of the application of indicators and dimensions illustrates that success of RE program depends equally on the proposed six success dimensions. Hindering or dropping any one dimensions will affect the success or benefits to rural people.The proposed indicators and dimensions of success can be applied to pre-evaluate decentralized Reprograms, to evaluate existing projects, and to observe and evaluate the development of RE program over time.
