AbstractEnvironment protection in infrastructure development is necessary and suitable for sustainable development direction of the developing countries to minimize negative environmental impacts of the development activities and protect natural resources . In Vietnam, policies of the environmental management and protection are required for all the development activities including construction projects. Currently, there are many development projects are underway in Vietnam, including the transportation infrastructure development projects. These projects are very important in socio - economic growth, but besides, the project implementations also are the main cause of negative impacts on environment. Due considerations to the effectiveness of the “Environmental Impact Assessment – EIA” for the construction projects is necessary and very important. This ensure s the sustainability on environmental aspects of the development activities in general and the particular construction projects. The research result ed in certain gap s identified between environmental safeguard policies and actual implementation for the transportation project such as the suitability of the mitigation measures applied, compensation and resettlement policies and complaints and complaint resolution. The study has considered some important aspects of environmental management activities such as EIA preparation, contents of the Environmental Management Plan (EMP), institutional arrangement for implementation, mitigation measures applied and other actual practices as well as social impacts of the project. The effectiveness of the EIA has been scrutinized and issues pointed out such as the effectiveness of the mitigation measure, especially dust minimization, local inundation, compensation policy and complaint resolution during project implementation for which study provided some recommendations for improvement.
