Abstract | Petroleum industry is an important sector of the Vietnam national economy. Refinery plays an significant role to produce a wide range of products and satisfy energy demand of the country. However, petroleum operations at the same time generate various kinds of pollution sources in which air emissions are the most significant. More comprehensive studies concerning air pollution in petroleum operations are essential to strengthen air quality management in the process of rapid development of oil and gas operations. This study aimed to provide an assessment of air quality management in Vietnam petroleum industry with an in depth analysis for a selected project Dung Quat Refinery Plant, the major oil refinery plant in the country.The Dung Quat Refinery Plant enterprise environmental policies, air management programs were evaluated on the basis of compliance to legislations, standards and guidelines. Applications of specific technical tools such as air dispersion modeling; monitoring of stack emission, working environment and ambient air environment, were also discussed. In addition, control measures for stack emissions and fugitive emission from a selected process unit of Dung Quat Refinery Plant, the Residue Fluidized Catalytic Cracking Unit, were comparatively analyzed with common practices in refinery plants in Mid-Atlantic Region in the US.The assessment showed, to a certain extent, the compliance of air quality management to the current regulatory requirement such as environment legislation and standards at the Dung Quat Refinery Plant. It indicated that environmental issues are considered as important in Vietnam petroleum industry to maintain sustainable operation. However, further improvements are still required especially in the stack emission monitoring for flares, QA/QC for ambient air quality monitoring and the Leak and Detection Repair fugitive emission handling process at Dung Quat Refinery Plant. |
