AbstractTo manage disaster response, the humanitarian community provides capacities and goods to meet affected communities lifesaving objectives. Decisions are difficult to make as emergency situations are ever evolving and multi-disciplinary. Thus, specific Decision Support Systems (DSS) are developped within organizations. After reviewing the main mechanisms, actors and solutions in operational emergency management, and starting from the premise that large-scale organizations have stronger capacities to assist managers decision-making than small-scale organizations, four semi- structured interviews had been conducted to understand the role of DSS. The field practical experience, during the deployment in response to typhoons Ketsana and Parma that stroke the Philippines in September and October 2009, had been an important source of knowledge that was incorporated into the investigation and analysis. The analysis of the elements collected shows that resources limited organizations function spontaneously, the challenge being to adapt team structural and functional organization to each situation. Large-scale organizations have to reach qualitative and quantitative lifesaving standards that are incorporated into organization-wide systems. These systems cover a large spectrum of functional areas, and integrate knowledge and expertise for monitoring focus needs at community level. The field experience confirmed the observed theoretical gaps.
