AbstractThe innovative use of ICT in a wider range of areas such as agricult ure, health related services have been a concern for the govern ment of developing countries powering the application of concepts and processes of e-businesses on e-government applications. In today’s world as the growing communities of businesses are providing services online, the issues related to bus iness partnerships among services has become a concern. A monopoly in business offering composite service involving only the supporting business partners in delivering such services is created on this context. Similarly the quality of service attribute is associated with technical aspects such as re sponse time and utilization of the services in providing composite services. From the cons umer’s perspective, the availability of information on performance indicators of busin ess services such as quality of product, complaints, timeliness in delivery, popularity of services amongst community describing the business performance information is more favorable. Furthermore, the participation of Government in providing such business perf ormance information on the business services would result in transparent information dissemination. This study provides a framework to support tr ansparent business service composition and applies the concept of e-busin ess for e-government application in providing composite solution. An architecture is designed to support the generation of list of composite solutions comprising composite information a nd business performance information of the businesses participating in o ffering composite services. A case study of online buying of agricultural commodities to support e-agriculture business is chosen in applying the concept of compos ite solutions to support transparent business service composition. An archit ecture is designed and an application prototype is implemented that provides the list of composite solutions comprising of composite information on price of commodity, trans portation charge, total cost, and commodity location , commodity grades information along with the Business Performance Information such as quality, popularity and complaints of the services, upon the request for the commodity. The results and feedback from the experiment conducte d suggests the concept of composite solutions comprising composite information and business performance information specifically in the domain of on line buying of agricultural commodities to be important in making better purchase decisi on and creating a transparent business environment.
