Abstract | E - government website has become very important tools for governments as well as citizens for providing and receiving information and services such as tax payment, registration for driver license, e - learnin g and many othe rs. However, governments must have an effective way in publishing and disseminating of information in order to make sure that information being published would reach all of its citizens through E - government websites. Therefore, it is necessary for govern ments to adopt a guideline or mechanism for validating, checking or monitoring of websites being published online by government Departments, Organizations and Ministries. In this study, a Heuristic Evaluation method was extended with Technology Acceptanc e Model (TAM), Diffusion of Innovation (DOI), Trust and Web Content Accessibility Guidelines (WCAG) to produce a new method called “Extension of Heuristic Evaluation method for government websites” which consists of 18 heuristic rules: Visibility, Consiste ncy, Affordance, Familiarity, Recovery, Constraints, Feedback, Style, Navigation, Flexibility, Control, Conviviality, Trust, Ease, Service, Benefits, Awareness, and Usefulness . The research outcome has produced a set of Heuristic rules for evaluating government web sites, using Lao PDR as a case study. The research finding has indicated that most Lao PDR government websites could not fulfilled one or more of these rules such as: Trust, Ease, Service, Awareness, Usefulness, Style, Navigation and Flexibility. |
