AbstractThe objective of this study is to develop farmer‟s classification model fo r Agricultural Land Reform Office ( ALRO). This model is created for the purpose of using the application of decision tree technique to reduce the limitation of the monitoring process of land use rights in land reform area . With the limitation of ALRO datab ase, the monitoring cannot be done efficiently. Thus, this research focuses on studying the data mining and decision tree technique, as well as applying it for developing farmers‟ classification model to obtain a set of factors the affect farmers‟ decision on land utilization. The results can be applied for improving the land use monitoring of ALRO by adding this set of factors in ALRO database for more efficient monitoring. With various factors, decision tree technique can be applied efficiently to classif y factors that have an effect to farmers‟ decision to do illegal land use utilization. The 14 independent variables were selected to analyzed factors affecting farmer‟s behavior in land utilization. After running the data processing, the, 7 rules were clas sified based on the decision tree model. The rules show 9 out of 14 independent variables were determined as the factors affecting farmer‟s decision to do illegal.
