Abstract | The government of Nepal (GoN)hasrealized the importance of ICT in public sector andembarked onanambitiousfive yearelectronic government master plan (eGMP) in 2006.The master plan was designed three phases for its effective implementation.Eight projects including National Identification (NID) wereprioritized by considering its implications and resources.Theoverall execution was delayed andallprojects of first phase have been completed in followingyears. This studyaimedto identify the major challenges while implementing NIDcard.A qualitative method was adopted. Open ended, semi-structure in-depth interviews wereconductedfor different groupsof respondentstoidentify the difficultiesat theirlevel.Agroup of expertswasinterviewed to know the overall status of eGov projects and collect theirrecommendationsfor the improvements.It is found that; still,Nepal is in anearly stage ofeGovdevelopment.Lack of appropriate policies, acts, regulatory frameworks, technical infrastructure, political instability, project design gapand low awareness of use of ICT among government officials and citizen wereidentified as the majorbarriers.In addition,frequent transfers of officers and unclearresponsibilities of departments lead topoor coordination in public administration. |
