Abstract | The primary objective of this research study is to observe the relative change in the development level of people’s social well-being in Balochistan during 1998, and 2006-07. The study also seeks to identify contributing factors of inter-district disparity. The study used eighteen indicators from education, health, and quality of living sectors to rank order the districts of Balochistan in terms of development level of social well-being. For the purpose of understanding the relative change in terms of social well-being among the districts, Z-sum and Taxonomic Distances techniques are employed for computing composite indices. The results reveal that Balochistan remains the most backward province in terms of social development indicators. Inter-district assessment of social well-being indicates that overall development level of the districts more or less remains same. Overall Quetta, which is the capital city, is the only highly developed district and Musa Khel continues to be the most backward district of the province. Rank ordering of the districts over short period of time reveals that mostly moderately and under developed districts altered their position either upward or downward direction. Barkhan, Khuzdar, and Zhob moved from under developed to moderately developed category, while Bolan, Chaghi, Loralai, and Panjgur districts further declined and moved from moderately developed to under developed category. Mustang is the only district which moved from moderately developed to developed category during the study period. Moreover, inter-district disparity among the study units is significantly reduced in quality of living sector as a whole. In addition, other important factors of inter-district disparity reduction in the level of social well-being include male primary enrollment, child immunization, and sanitation facilities. However, inter-district disparity has increased significantly in terms of medical professionals (doctors, nurses, midwives, L.H.W etc) in the province. Results of this study could be put into practice in the study area by allocation of financial resources which must be based on multiple criteria i.e. population, area and more importantly on development level of the province instead of population size only. Furthermore, to improve the female enrollment at primary and particularly at secondary level government provide some scholarship to the girls to encourage because enrollment is at very low rate; to reduce inter-district disparity government should focus more on less developed areas and allocate more resources for development of these areas. |
