Rural urban development disparity in Lahore City region : policy implications for regional development

AbstractThe main purpose of this research study is to observe the regional development disparity in Lahore city region during 2002, 2007 and 2012 at sub - district level. The study focused on socioeconomic and infrastructural aspects of development disparity. This study incorporated fifteen indicators from these two sectors. Lahore city region was identified by determining its influence area in Pakistan. Total of 70 sub - districts were classified into urban, peri urban and rural sub - districts. For understanding the relative change in development level among sub - districts, 0 - 1 Transformation technique was used for computing composite indices. This study analyzed infrastructural and socioeconomic development disparity in all the three time periods in urban, peri urban and rural sub - districts. The sub - districts are categorized b y using mean and standard deviation method according to their development level. Based on the findings of the study it has been concluded that development disparity has remained more or less same in all three time periods. Inter sub - district development disparity has remained significant in all the time periods. Lahore metropolitan sub - districts have remained highly developed in every class and time period. These are followed by urban sub - districts and peri urban sub - districts, with rural sub - districts in the rear. Statistical tests showed that development changes between time periods have remained significant in infrastructural sector. Socioeconomic development change across the time period has not been significant as compared to infrastructure. All the indicators in this study have shown progressive trend. Amount of variance has decreased with time. Best development is observed in access to electricity and access to improved sanitation. However, disparity in terms of medical professionals and hospital bed s for population has increased over time. Policy linkages have been made to identify which policy and programs have been successful in decreasing disparity. A set of recommendations are suggested in this research for balanced regional development, to imp rove development and reduce disparity in the future. This research study would also be helpful for policy makers and planners in allocating development resources where apparent deficiencies and priorities are required.
