AbstractSuccess of e-Commerce has lead to shift in paradigm from e-Commerce to e-Governance. Use of Information and Communication Technology is gaining popularity in governance activities with aim to increase efficiency, effectiveness and trans parency. E-Governance initiatives are implemented worldwide. Projects are launched by gov ernments to reach citizenry and increase participation. Surprisingly, success rate of e-Gove rnance projects is mere 15 % in developing countries. Several factors impact the success of s uch projects which involve diverse stakeholders. Managing e-Governance projects is posed as challeng e to achieve the goals of e-Governance. ISM is an interactive, group problem solving technique whereby the relationships among the elements of a system are determined by group. Contextual rel ationship is being established among the elements. Driving power and dependence of each elem ent is estimated to further amplify the relationship.
