Abstract | The fact that postal financial services (PFS ) became a main source of other national posts’ profit leads Vietnam Posts Corporation (VNPost) to consider of setting up a postal bank or something similar to enter into the financial sector. Although there are many successful models all over the world, a general roadmap does not exist for the group to follow. Regarding decision on PFS model, it is one of strategic decisions that VNPost has to solve before entering into the financial market whose characteristics are different from the postal market. This research tries to solve the problem based on the resource-based perspective explaining that a firm’s sustained competitive advantages can be achieved through its resources and capabilities, as well as the industrial organization based view explaining that sustained competitive advantages are affected by the five forces of the industry competition. The decision making on which postal financial service model should be followed or adapted therefore also takes into account the effects that the strategic change will be in terms of sustaining competitive advantages by examining both external and internal drivers. The appropriate solution is that VNPost should provide financial services through contractual agreements with specific strategic partners who have been operating effectively in banking and financial sector. To avoid conflicts among partners and create trust with them, VNPost should consider doing agency services specialized for each partner with their particular financial services. In addition, a commercial bank license is recommended as it helps VNPost become more flexible and be able to expand its own financial services later |
