Abstract | The growth and development of the Philippines ICT industry, specifically the Information Technology-Business Process Outsourcing (IT-BPO) is driven by the state and private stakeholder’s initiatives particularly in creating environment that nurtures and facilitates an increased in infrastructures, formulating and implementing support policies and programs and improvement on the quality of workforces. This research study had investigated the country’s ICT historical backgrounds and development dynamics; determined and discussed the country’s ICT readiness and off shoring / outsourcing ranking based on the Global Information Technology Report of World Economic Forum and Global Service Location Index of A.T Kearney, respectively; evaluated the IT-BPO’s strength, weakness, opportunity and threat; and determined the proactive policy instruments and interventions that will sustain its current advantages and rehabilitate its deficiencies. The historical dynamics of the Philippines ICT growth and development, particularly the IT-BPO industry, provides a lucid platform of understanding its critical factors leading to its current position. From being a conservative type of economy on 1920 to early 1980’s, the state had focused on rebuilding basic infrastructures and facilities in order to cater basic services for the countrymen, to being liberal type economy offering a wide-variety of opportunities to industry’s growth. In the case of the country’s IT-BPO industry, the inherent core advantage on language skills and work ethics coupled with the country’s competent telecommunication infrastructures had resulted to the growth of the country’s revenue and employment. Despite the current state position, the country is challenged by rehabilitation of its existing educational system that can match with the industry’ skill and competency requirement; and the country’s political and regulatory environment is also challenged by strengthening its policy on protecting intellectual property and cyber crimes. This research study had suggested the “ Recalibrating strategy ” which refers to the partnership and cooperation, strengthening protection, state support and innovation as critical policy intervention in order to sustain and rehabilitate current and prospective position of the IT-BPO industry |
