AbstractAfter a long period of control under the military government and economic stagnation, Myanmar has finally opened up its door in 2011 for the change. The new government has made promise to embark upon the market econ omy, peace and democracy. Several business sectors were privatized and liberalized. The government has issued the new rules and regulation to promote the foreign investment. Telecommunication industry is also one of the industries which were liberalized an d invited for the foreign investment. This study attempts to identify how the new rules and policies has become eased for the international telecom operators in Myanmar and the challenges and risks that the operators are facing. The tender selection proces s for the telecom operator licenses will be assessed to clarify the whole pro cess was clear, transparent. What kinds of restrictions and rules are imposed by the g overnment will also be assessed. In addition, the partner selection criteria of these operato rs will be assessed to identify whether there are government restrictions upon the selection process. Moreover, the reasons why the firms choose those particular partners will also be identified.
