AbstractWetlands play a significant role for social life, poverty reduction and economic development in Lao PDR. Particularly to the poor, wetlands products such as fish and aquatic resources provide the great contribution to food security, livelihood and income generation. However, there is no specific legislation and institutions in management this important resource. There are several laws has involved wetlands issues, but no regulation attached for implementation. Institutions and organizations responsible for managing wetlands are overlapping; roles are not well clear defined among them. Lack of capacity both personnel and financial for overall management, implementing and monitoring is also the main reason for the unsustainable use of aquatic resources in practice. Local management approach has showed some of the advantages that can fulfill the gap of lacking legislation and input capacity in managing natural resources. The four case studies in Savanakhet illustrated that when local community involve in management, the resources are managed in better way, there is no need for a lot of input for management, less conflict among users. Recognizing the local management in institutions and legal framework is necessary for sustainable wetlands management. Aquatic resources are one of the most and important productivities of wetlands, therefore covering wetlands issue in management the aquatic resources is consideration for the new fisheries law which is under developed.
