AbstractFish seed is an important componentof Cambodian aquaculture.Until recently, itwasmostlysupplied bycapturesor imported fish seeds. However, localhatchery development is important to fulfill future demand of a growing aquaculture industry, as well as to provide income and livelihood in rural areas. The objective of this study is to characterize the factors affecting the production and market share of local fish seed with the goal of increasing the supply and demand for local products. It wasconducted by focusing on two categories of stakeholders: the fish seed producers and their clients, the fish growing out farmers. Data collected included the socio economic profile, the characteristic of local fish seed, the perception of the fish growers towards local fish seed and factors affectingtotal production, evaluate fish grow out performance, and its market. The survey was conducted in Takeo and Kampong Speu provinces from September to November 2012. 23 fish seed producers and 60 fish growers were interviewed. The results show that the socioeconomic of fish seed producers and fish farmers are high. However, fish seed producers get the higher income and high education than fish growing-out farmers. Moreover, fish seed producers consume higher amount of fishthan fish growing out farmers because fish seed producers rely on fish seed production as their main occupation, but fish growing-out farmer depend on rice farming and others as their main occupation.Fish seed production is mostly a small scale activity. The main constraints are the availability of water and the limitation of nursing pond size, as a result from the small land holding. Most hatcheries are using adequate and up to date practices and facilities, are well organized and flexible. However, the lack of broodstock management, the poor water quality, the predators, and drought constrain their performances. Despite those limitations, local fish seed producer commonly play a significant role to supply aquaculture both locally as well as farprovinces.Fish growing-out farmers have a good experience on aquaculture in the past. They have a suitable pond areas, good pond preparation, and fertilization, stocking density, feeding, pond management, harvesting and get a fair yield. The quality of local fishseed is satisfactory to fish grower, and currently, imported fish seed is no longer present in the two provinces considered. The characteristics considered by farmers as an indicator of local fish seed quality include the good shape, the bright color, thefast growth rate, the disease resistance, the high survival rate and the ease to feed. The local fish seed marketcan be increased by developing sale to middlemen customers, rather than growers, NGOs or government. The study recommendsthat plans be developed to support hatchery development in areas where water is abundant year around and not limiting for the activity.
