AbstractDecentralization of irrigation management involves a shift of partial or full responsibility from central irrigation management agencies to lower level organizations or agencies at local level. The decentralization of management to local management organization is the basis to implement the transfer of irrigation management responsibility to Water User Associations following the trend in the world as well as in the country. Decentralization of irrigation management is one of the necessary requirements to ensure the irrigation systems promote the efficiency to guarantee the supply of water for agriculture production, domestic use and other economic sectors to meet the demand for industrialization and modernization of agriculture and rural development. In this study 3 different levels of management are analyzed: national, provincial and scheme. Also SWOT analysis was conducted at provincial level to discover strength, weaknesses, opportunities and threats of irrigation management system. Moreover WAI was developed to measure various types of social scaling including the perception of community’s participation in irrigation management. At national level, the comparison of irrigation management between Vietnam and China, two neighbor countries which have similar political institutions was conducted. The useful experiences from China were analyzed and concluded in the study. The state management in China is very compact, highly focused and more effective than Vietnam because the decentralization is well organized. Some provinces in Vietnam have issued the regulation of management decentralization suitable to local conditions. According to that Irrigation Management Companies will not manage irrigation structures which local communities are capable to operate and maintain. The application of these decentralization principles have reduced labor and management cost, increased income, strengthened and developed workforce and enhanced the efficiency of irrigation and drainage systems. The concept of decentralization of irrigation management and suitable participatory approach was applied to improve the operation and maintenance of Phan Ri-Phan Thiet irrigation scheme. The study of decentralization of irrigation management with farmer’s participation helps to propose the recommendation for policy makers to issue the suitable policy to encourage the decentralization in management of irrigation systems in Vietnam.
