AbstractOne of global problem is inadequate condition of ur ban housing, and it is most serious issues in developing countries. The pressing issue of Vietnam at the mean time is providing adequate housing for residents, especiall y for poor people living in urban area. In order to reduce state budget investment in housi ng development for the poor, Vietnam government is currently seeking possible solutions to develop public private partnership in low-income housing development. However, it is stil l lack of public private partnership in low-income housing development even though governme nt has implemented incentives policy to encourage private participation since 200 1. The purpose of this study is seeking possible solution to develop practice of public pri vate partnership in low-income housing development. This research was conducted by case study methodolo gy to fulfill four study objectives. Firstly, general framework and its assessment crite ria for public private partnership in low- income housing development were developed and verif ied by expert. Secondly, the current practices of public private partnership in low-inco me housing development in Vietnam are investigated base on developed general framework. T hirdly, following developed assessment criteria, the current practices of publi c private partnership in low-income housing development in Vietnam are assessed. Fourth ly, recommendation for setting up applicable public private partnership in low-income housing development in Vietnam is made. The result of this study found there is a big gap b etween government policy and actual implementation of public private partnership in low -income housing development in Vietnam. The government program is not effective in solving housing needs. Low-income people still face difficult in buying the houses. T he low-income housing market is not attractive to private developer. Housing finance in stitute, housing saving fund, and national housing authority are recommended to be set up and play important roles in supporting both demand side and supply side of low-income hous ing market.
