AbstractTo develop Supply Chain Management [SCM] system, development of Supply Chain [SC] strategy is the initial stage, and this strategy becomes the priority to develop a concept and a detail of SCM. And this SCM strategy is generally developed by the focusing values of SCM and risks of SCM in a project. In construction industry, there are many obstructions to develop SCM strategy because of the nature of construction project. Therefore, sometimes, projects don’t develop SCM strategy properly especially in small and medium size projects. However, to develop conceptual design of a SCM affects whole designing of SCM, and in an overseas project, making partnership with local enterprise will mitigate a restriction of local suppliers and subcontractors availability. Finally, these processes become the key factors to decide purchasing strategy of each SCs. Therefore, in this research, researcher investigated which specific factors and processes have strong impact to design SCM development strategy, and also investigate how those factors affect actual SCM practices through the case studies of Japanese contractor in Thailand. And this research also investigates a process to set up a project organization, selection process of local partners is especially focused. Finally, this research identify actual SCM development practices of Japanese contractors and other clearly. These findings and recommendations can contribute conceptual consideration to develop a SCM system of overseas construction business. And several cases show excellent practices of utilizing construction field’s advantage, less uncertain demand of product. That utilization helps almost all construction business, and mitigates disadvantage of local supply chains availability. The other output of this research is that, partnership of local enterprise is powerful solution, but it requires compensation. This findings will help designing of local partnership and its evaluation of merit/demerit. On the other hand, this research is based on case study approach. Therefore, findings and recommendations are not generalized, and the research can apply to limited cases. For example, analyzed cases has strong influence with Thailand supply chain condition. In Thailand, machinery leasing market is well developed. If this condition is not developed, key criteria of SCM development strategy may change, and practice would also change. Required future study approach is that, to get general findings and recommendation, predictable conditions of market must be summarized and case studies of those market condition’s case will reinforce this researches findings.
