AbstractTo bid or not to bid and determining the optimum mark - up for construction projects is a crucial strategic decision for contractors sustainability in the construction industry. Following the bifurcation of the Andhra Pradesh province in India, government is going to spend billions of dollars for the establishment of new infrastructure. It results in many new contractors emerging to utilize the opportunity. So the object ive of this study is to analyze the critical factors affecting the decision to bid and mark - up decision of small and medium size contractors and to examine the role of critical factors in the actual bidding and mark - up decisions. A total of 54 factors for decision to bid and 53 factors for mark - up decision are identified through literature review and a questionnaire survey is used to identify the e ffect and ranking of these factors. Mean and independent samples t - test is used to analyze the factors. Size o f project, labour requirement, payment method, current work load, previous experience in similar projects, capability of the firm, competition from other bidders , previous payment record by the client/owner, warranty period, expected profit from the projec t , type of project, experience and relationship with client/owner, current economic condition of the firm are identified as the critical factors affecting the contractors decision to bid and similarly s ize of project, risk in project, warranty period, prev ious profits in similar works, curren t economic condition of firm, competition from other bidders , project location, project duration, experience and rel ationship with client/owner, need for work, project complexity, uncertainty in cost estimate, cost management competency and portion of work to be sub contracted are identified as critical factors affecting contractors mark - up decision . To examine the role these critical factors, 4 case studies are conducted and the results show in depth understanding of bidding and mark - up decision practice of small and medium size contracto rs . The outcomes of this study help the contractors to improve the knowledge of the factors and play. a critical role in improving the bidding and mark - up decision process. Furthermore, it would enable the contractors to select the projects with higher probabil ity of success in future.
