AbstractCommunity Based Disaster Risk Reduction Program wasimplemented by Karuna Myanmar Social Servicewhich is one of afaith Based Organizationsat hazard prone villages of Labutta Township, Ayeyarwady Division.The main theme of the study is to assess and analyze the CBDRR program at village level where CBDRR project implemented withinthree years. The Study examinedhowKMSS implemented the DRR program in the process of establishment of village disaster management,itsrole and responsibilitiesin cooperation with various stakeholders and how the programme mobilizescommunity in terms of participation in DRR program at community level. Then the study focuses on the community‟sperspectives on the DRR programme activities which are proactive structural and non structural mitigation measures such as rice bank, construction of dikes, farming, and establishmentsof early warning, communications and especially for the community‟s food security. The data were collected by using key informant interviews with 84 community respondents, focus group discussions with villagers and reviewing secondary data. Then the study used participatory methods of data collection from both beneficiaries and project staffs. One of the outcomes of the study is that community mobilization in the programme was visible as community understood that DRR is the proactive approach in Disaster Risk Management however community needs to more focus on the active involvement of sustainable development planning in the village asmitigation (before disaster).Moreover,the study found out that the programmemainly focused on preparedness and mitigation measures of Disaster Risk Reduction in terms of response and recovery. The programme built the capacity of community and reduced the vulnerability by identification, reduction and prevention of risks through assessment as a process of Disaster Risk Management.The findings reveals the strongly satisfaction on food security program, cyclone shelter, hazard mapping and seasonal calendar which are Disaster RiskReduction programmeactivities of the programme. However, community participation is in need for sustainability, building resilient and lesser disaster impact in the future and it can be promoted by awareness raising and capacity building of community.
