Abstract | During 2011 Thai flood crisis, p eople had critical information needs. But the newspapers suppl ied little information for people to protect lives and assets. And the government struggled to translate data from various official sources into easy - to - understand , useful and timely i nformation for people. The online opinion survey and in terviews showed that grassroots flood communication initiatives were effective in filling those gaps. In general, r espondents appreciated the clarity introduced by Roo Su flood animation videos, which packaged useful and accurate information in an easy - to - understand and fun way. Government engineers concurred that animators can “think outside of the box” to explain complicated floods in a simple way. Deeper explan ations came from Dr. Seree . People said he had “the real, useful information” they needed to co pe with floods, since he was “free from bureaucracy”. His analysis and advice also came daily on PBS TV channel. Thailand.com website offered access to information from various sources in one place. G rassroots flood communication initiatives could be impro ved . For example, Thaiflood.com is cluttered. Though the capable Thai developers promptly created many flood information mobile apps for Android and iOS platforms, these apps were not publicized enough in Thailand. This research points to a future of multidisciplinary collaboration. T he government could encourage the priv ate sector and civil society to create more disaster information p r o d u c t s a n d services via converging platforms (TV, Smartphone, print media and internet) . |
