AbstractThis study aims to estimate greenhouse gas (GHG) emission and recommend mitigations to reduce GHG emissions of Rayong municipal activities. Another purpose is to review the suitable emission factors for Thailand. The evaluation of GHG emissions in the year of 2010 was carried out by using Bilan Carbone tool®. The analysis of GHG emission in municipality was covered energy used, non-energy used (air-conditioning and fertilizer), food and products purchased (inputs), transport of goods (freights), traveled by people, solid waste and wastewater (direct waste), and property. The study has shown that Rayong municipal activities emitted 11,341 tons carbon equivalent of GHG emissions in 2010. Solid waste and wastewater sector emitted highest GHG which was 61% of overall GHG emissions in Rayong municipality. The study reveals that the average GHG emission per municipal employee was 14 ton carbon equivalent from its activities in the year 2010. The study has also recommended some GHG emissions mitigation options for energy, food and products purchased, transport and direct waste sectors. As a result, if the municipality would able to implement all mitigation options, it can reduce up to 4,208 ton carbon equivalent per year. The study has also emphasized that if municipality can able to collect waste and operate its existing anaerobic digestion and plastic to oil plants effectively, it will reduce 1,252 ton carbon equivalent per year of GHG emissions which does effort for the municipality to reduce GHG emissions. Furthermore, emission factors in Bilan Carbone® tool such as refrigerant leakage and combustion of fuel can be used in case of Thailand but the others emission factors relate to agriculture product, expenses for service and consumable goods, operation process of waste and fertilizer need to be modified.
