AbstractTraffic emissions contribute a substantial amount of air pollutants and climate forcers but have not been investigated properly especially in Asian developing cities. This emission inventory study was conducted to the emission from vehicle fleet (buses, trucks, taxis, personal cars and motorcycles) in Phnom Penh Capital City in 2014 using Mobilev 3.0 model. Questionnaire surveys, GPS monitoring and video camera were conducted. The average ages of cars, MCs, vans, buses and trucks are of 5, 4, 5 and 10 years, respectively. The majority types of surveyed vehicles were still at most of Euro II. The average vehicle kilometer traveled for each types of vehicles was calculated using number of vehicle and the distance vehicle traveled as the Mobliev already considered the numbers of vehicle, thus the emission inventory estimation needs only the length. However, this VTK is still more useful for estimating the emission inventory under the proposed scenario 11 pollutants for each type of vehicles were determined for only running conditions. Emission factors of CO for MC, Car, LDV, Bus and HDV are 65.23kg/(km*h), 230.kg/(km*h), 51kg/(km*h), 0.27kg/(km*h), and 1.4kg/(km*/h), respectively. Emission factor of NOx are 5.1kg/(km*h), 39.7kg/(km*h), 8.07kg/(km*h), 1.39kg/(km*h) and HDV=3.7kg/(km*h) for MC, car, LDV, bus and HDV accordingly. The annual emission highly generated from the main roads and. Among of vehicles, MC was the most emitting CO whose emission rate 34.22 kiloton/year and car was the most generated NOx 1.5 kiloton/year and second highest was bus with the amount of 0.5 kiloton/year. The largest emission rate of PM was emitted by car. “what if” faster technology implementation scenarios was set in term of changing technology: assumed that all the entire vehicle fleet in 2014 met at least Euro IV, The emission of air toxic pollutants under scenario would be reduce by 77.4 % and the 20 year-horizon GWP would be simultaneously decreased by 99%. The faster technology intrusion would bring about significant co-benefits for both air quality and climate forcing mitigation.
