Abstract | This study tried to explore the current status of FSM planning in Mandalay and Nonthaburi municipality with the aspects of regulation and institution by comparative study. And the key determinants are defined with emphasis on regulatory and institutional aspects in FSM sector in Mandalay and Nonthaburi municipality. Finally, the analysis tool for effectiveness of regulations has proposed and the appropriate regulation and institutional chart are drafted for the selected areas. The deep interview and the city level assessment questionnaire are the main tools of the study to explore the current situation of FSM. SWOT tool is to analyze the key determinants of the FSM in the selected areas to find out the problems facing and weakness and strength of the current regulation and institutional structure. Based on the result of SWOT tool, short-termed strategy and long-strategy for the selected will propose in the recommendation section. The proposed drafted regulation and institutional structures for FSM in selected areas are also investigated by taking perception of the service providers in the areas. This study recommend that both selected areas should redefined the official role and responsibilities of the service provider although institutional framework is difficult to re organize and the regulation should be more precisely definite. The proposed regulatory manual is recommended to practise to achieve the goals of FSM system. Monitoring actions are urgently needed to avoid various problems. The results from this research can be applied in further stages of developing FSM planning in the selected areas in the short term and long run planning.Taking everything into account, the comparison of effectiveness of the regulation in Mandalay and Nonthaburi municipality can be learnt from the study. The advantage of the study is the effectiveness analysis tool has developed to be able to apply any area to be able to assess the effectiveness of FSM regulation in their areas. The tool can be analyzed not only for the whole regulation but also each part of the regulation, additionally, after analyzing the effectiveness of the FSM regulation, the tools can give what are lacking and needed to be redefined both regulation and responsibilities of the providers. |
