Monitoring gender mainstreaming processes in a government rural development project : case study of rural poverty reduction project in Cambodia

AbstractThe RPRP is the name of the development project that is mainly financial support by IFAD as loan and cofinance by World Food Program and Partnership for Local Governance. It consists of 3 components in its own project including agriculture investment, local development and institutional support in order to help the two groups of farmers, LIG (Livelihood Improvement Group) and FSI (Farmers System Improvement). As gender issues are cross-cutting issues theme, gender mainstreaming activities are being integrated in this project. Gender monitoring is a crucial part of the gender activities to control over the project implementation on gender mainstreaming. Recently, gender monitoring system had developed its system by introducing gender reporting system to answer to the needs of qualitative information. Therefore, this study attempts to assess on the implementation of this gender monitoring system and explore its possible way to introduce this gender monitoring system into gender plan and need to establish it as routine work. This study was conducted among 64 respondents from the 2 provinces, Prey Veng and Svay Rieng. 48 respondents were the project staffs and others 16 respondents were the stakeholders. Key informant interview was conducted to identify the situation of gender monitoring system, their management strategy and their communication. Moreover, the informal interview was also conducted with diferent gender specialists from different projects in MoWA and the advisor of the program advisor from UNDP in order to get the information on their opinion and experience of gender monitoring from various project. In particular, a few village leaders had been interviewed to check the activities of the project staffs and WCFPs at the field level. The study had introduced the implementation of gender mainstreaming and its benefit of using the gender monitoring system, especially introduced gender monitoring that is mainly content this whole study. Gender monitoring system had been produced in which focus on the monitoring reporting system based on the report format that had developed to get the qualitative information, firstly completed by CEWs. Regular meeting at the provincial level had been conducted to support on the report producing. Meanwhile, regular field visit of MoWA, PDWA and PGFP had also supported to the monitoring system for controlling the field works. This new system had produced the mechanism to monitor the field level implementation and build capacity among the field staffs; it helped to improve the collaboration of the gender focal points with technical staffs of agriculture and also with WCFPs; it had provided to the staffs on in-depth gender analysis; it was the basic qualitative information for the project leader, donor, partnership and stakeholders; it was also the tool of policy maker. However, its process was very limited as it had the limited information in the reporting format, limited participation of the WCFPs and project staffs, and also limited understanding of the field staffs. This study had found that these limitations were from various obstacles including the constraint of collaboration between MoWA and MAFF; it was from the MoWA itself as they are limited capacity to manage its own activities; it was also from the capacity of the field staffs that had produced various issues at the target areas. All of these factors had been the obstacles of the process of gender monitoring reporting system not to work as its plan
