Abstract | The study intends to analyze how women become members of Commune Councils and how they participate in decision making in Commune Councils by taking case studies of elected women members in Ponhea Leu and Kampong Loung Commune of Ponhea Leu District, Kandal Province, Cambodia. Firstly, the study aims to analyze the factors that support and restrict women members of Commune Councils to be elected and participate in decision making in Commune Councils. Furthermore, researcher analyzes whether and why elected women members of the Commune Councils address women’s issue of domestic violence in the communities. The study is conducted mainly based on the case study design and employed qualitative approaches. The study indicates that there are three supporting factors for elected women to participate in Commune Council such as political party, family members and villagers. In addition, weak political party, gender stereotypes and balancing household and public responsibilities are obstacles to elected women members participate in decision making in local government or Commune Councils. Moreover, elected women members try to take up the women’s issue of domestic violence and solve the problem of the victims who experienced sexual domestic violence in the communes because they have their own rational reasons such as their role and responsibility as focal point of women issues, their position in Commune Councils, strategy to make elected woman member visible and weak law enforcement regarding domestic violence against women. Based on their efforts, they hope that sexual domestic violence against women in the commune would be decreased. |
