AbstractSocial services for intimate partner violence victims in Shaanxi province in China are inadequately understood. To fill the research gap, this research tries to explore what social services provided by government and NGOs are available for IPV victims. It was focused on battered women's perspectives. Constraints to access to services from providers' perspectives were also examined. Women went to different service agencies with different reasons. Women went to NGO for psychological and legal counseling with free, went to police because being dangerous situation and wanted police to stop the violence from men. Women went to judge because they want getting help from legal system in order to leave abusive relationship. For lawyer, women wanted to receive professional assistance. Women went to UWF and community committee because they wanted getting help from both agencies that took duties in women's problems. However, many challenges women faced toward service providers. Police viewed domestic violence as family matters and can not stop it effectively; lawyer and judge were not available for women because it was expensive; UWF and community committee were helpless with mediation for the cases. NGO had nice services but less women knew it. There lacked a coordination among agencies. The constraints to access to services that providers faced, which were mainly focused on four factors. It included that lack of laws and regulations on domestic violence, gender bias among service providers, financial constraints and coordination among agencies. Some recommendations are given, for the purpose of providing reference for the future policy making or program design of similar nature
