Abstract | Labour trafficking has become an emerging issue in the age of globalization. Thailand is a country which is a place of origin, transit and destination for labour trafficking. The Thai government has created legal measures and programs to combat it. Nevertheless, the fight against labour trafficking in Thailand is challenged by the complexity of labour trafficking acts, their identification and the State capacity to effectively respond to it. This study based on interviews with key informants, including State, NGOs and trafficking victims, uses a gender lens to shed light on the Stateās response to labor trafficking. Findings suggest that despite human rights and legal frameworks which Thailand has adopted, the current method employed to combat labour trafficking in Thailand still relies heavily on using a crime reduction-based approach. Trafficking cases are identified only when the elements of crime namely perpetrators, acts, and victims are completed. As a result, the anti-labour trafficking programs in Thailand have been established on the basis of crime suppression. Moreover, the level of State capacity also influences the effectiveness of the response. As such, a lack of coordination, ownership, and trainingcombined with corruption further undermines the objective of the government to eradicate labour trafficking in Thailand. |
