AbstractThe research investigated how floods have an impact on rural livelihoods of Tompoun and Laotian communities along the Sesan River and the u ses of communication strategies for early warning of flooding, during flood interventio ns and post flood recoveries. Two forms of communication strategies are discussed; ICTs-bas ed and non-ICTs based. The research further found access to ICTs in early flood warning is not just male cantered but authoritative in nature. The overall constraint s leading to little use of ICTs are not social factors alone but the combination of infrast ructure, economic constraints, rural energy consumptions, and the meanings behind having such ICTs. Yet, it cannot be denied that ICTs did play a critical role in enhancing flo od preparedness. This is especially true when ICTs was combined with non-ICT tools/actors. The research argued that the access to and control of ICTs/non-ICTs has reinforced the male breadwinner model. This study also found ICTs used after flood has facilitated the livelihood recoveries and post flood facilitation. The research emphasized that further ICTs policies and gender approaches related to flood man agement should be enhanced. The research calls for not ignoring the use of ICTs bec ause the alternative may further marginalize the facilitation of public awareness us ing ICTs for preparedness, evacuation and flood recovery
