AbstractIn Indonesia, the study of gender and decentralizat ion became particularly relevant when power was transferred from the authority and respon sibility of Central Government to Local Government. Decentralization leads to politic al participation and decision making. Therefore, the assumption is that decentralization offers opportunities for people to involve in the Local Government. However, women political p articipation in the decentralization system is not automatically greater than women’s co nnection in Central Government. There are some remaining challenges and barriers th at women face regarding their full participation. The point of this study was to analyze whether wome n political participation and decision making has been changed by decentralization in Band ung District and Cimahi Municipality. This study also examines the effects of decentralization laws and local regulations or policies on women’s concerns in both local governments. The study used primarily qualitative methods, howev er; quantitative methods were also applied for statistical analysis. For deeper and be tter understanding of women’s involvement in local government politics, interview s were conducted with different institutions and levels of respondents from both st udy areas. This included the Heads of villages and the Heads of Sub-districts and also th e Heads of Local Governments. Staffs of the Public Electoral Commission, members of the mas ses of women’s organizations, men and women politicians, academics and local NGOs, we re also interviewed. The findings show that women’s involvement in Bandu ng District and Cimahi Municipality has increased under decentralization. However, there are challenges such as the environment within the political institutions, norms, traditions and religion, and the dual burdens preventing women’s full participation in politics. In this study, it was also found that political institutions, cultural values and religion have been key factors in influencing Government decisions. As a result, ther e are local regulations and policies which are outcomes under decentralization that stre ngthen women’s traditional roles and have restricted women’s freedom to participate full y in Local Government affairs. In brief, decentralization in the Bandung District and the Cimahi Municipality have created opportunities for people to take part in local gove rnment, but due to norms, cultural values and religious influences, the impacts on women have been mixed, both in term of participation in local committees and policy outcomes.
